In a 9 x 13-inch pan place butter and flour as crust. Bake 15 minutes at 350°. Cool. Mix powdered sugar and cream cheese together. Fold in cool whip. Add 2 tablespoon milk to make spreading easier. Spread on top of crust as a layer. Next layer: Mix together pudding, lemon juice and milk until it thickens. Spread on top of layer. Top with cool whip. Cut into squares as you serve it. Refrigerate.
